The Commonwealth of Independent States (CIS) region has about 80% of the population being subscribed to mobile services. This puts it just behind Europe and North America and well ahead of the global average of 66%. Within the states there is a diversity of uptake, from 60% in Turkmenistan and Uzbekistan to 89% in Russia.
